 Dr. Crystal Ramsay is the Senior Director of Teaching and Learning with Technology (TLT), where she encourages innovation and fosters creativity by championing cutting-edge technologies and forward-thinking strategies. By partnering with faculty, staff, and students, Dr. Ramsay ensures TLT’s initiatives create vibrant, future-ready educational experiences that align with Penn State’s strategic goals of academic excellence, innovation, and access.

In her role, Dr. Ramsay bridges the gap between imagination and implementation, guiding TLT’s efforts to modernize learning environments, foster evidence-based teaching practices, and explore the potential of emerging technologies to shape the future of higher education. Her leadership is grounded in collaboration and bold ideas, driving both strategic alignment and practical impact.

In addition to her leadership role, Dr. Ramsay is an affiliate faculty member in the College of Education and a member of the graduate faculty. With over 30 years of experience in education, she is a lifelong educator and leader who began her career teaching in Pennsylvania’s public schools. She has since held diverse roles, including program director at the Princeton Center for Leadership Training, research associate and instructional consultant at Penn State’s Schreyer Institute for Teaching Excellence, and various leadership positions within TLT.

Dr. Ramsay’s research interests include emerging educational technologies, faculty development, flexible learning spaces, and digital fluency. Her higher ed teaching portfolio spans first-year seminars, undergraduate courses in educational psychology, and graduate courses in higher education. She holds a Ph.D. and M.S. in Educational Psychology, as well as an M.Ed. and B.S. in Curriculum and Instruction, all from Penn State.
